Well I can tell you how you would do it in 3DS Max. You first create the blob using a combination of extrusions, loops, and a turbo smooth modifier to subdivide it. Lastly after making the innitial model you would create a copy so it overlaps the original model and then add a lattice modifier to it. The latice modifier turns the edges into pipes/bars and the vertices into spheres/cubes. Depending on where the lattice modifier is on the modification stack will determine whether the lattice will work on the original geometry and be subdivided or if placed above the turbosmooth modifier it will lattice the subdivided geometry.
